But, if one were to fight with a shorter spear then one could use a shield, but then the advantages of using a spear would be reduced, a sword would be of much more use. With a sword one can both slash and stab. Much easier to use in the close quarters required to fight a dragon in melee. Then they don't give a [censored] about any of that. They gave us less weapons. They gave us less armor.
They gave us less spells. They gave us less options. They gave us less choices. The fact that spears are no longer in-game is proof that everything they say is simply PR [censored]. No idea why. Skyrim is not the real world. But i see your point. But aren't able to create a simple knife on a stick? It can be viewed from a thirdperson perspective but as an extension of the firstperson system. With that I mean that the combat os orientated towards the area that can be witnessed through the playable character's eyes.
So they'll make the staff combat work in such a way that you see move from left to right and from up to down in the firstperson perspective. If you view this in thirdperson that the movements will seem less extreem as the character isn't swinging the staff all the way from the left side of his body to its right side as the playable character did in Dragon Age 2.
Combat in a 1st person game is fastly different from a 3th person game. So to answer your question: in all likelyhood the staffs will use the same animation as axes, polearms, swords and blunt weapons. It will be a subtle movement all taking place in front of the character so it can be witnessed from a 1st person perspective. While viewing it from third person it will probably look a lot less exciting then games such as The Witcher 2 and Dragon Age 2.

There's Two Handed, and One Handed, and every weapon in the game falls under one of those two skills and whether you're using two or one.
Even if it's true that there are polearms or at least "polearm-like" weapons, the only way I think I could really say polearms are "in the game" would be if there are perks dedicated to them in one of those skills.
Are there? Anyone know? Because if not, then the game in terms of perks will probably treat them like axes or swords. I wonder if they would do something along the lines of Assassin's Creed: Brotherhood with polearms, where you can pick them up and use them, but can't keep them. I know that goes against the core of the game, but it might explain why we haven't seen any perks dedicated to them, maybe they're more tools than weapons. Worst case scenario is maybe a reporter caught a glimpse of a guard wielding a spear or halberd, but player characters can't acquire them at all.
I drink it up! There are mods to add various spears and they do swing the same as the two handed weapons that are already in the game, but there are animaton replaces too. The first mod i linked above is called Heavy Weapons it adds halberds and spears and a few other new weapon types, i also use Immersive Weapons which adds a very large amount of weapons.
It's very jarring too because I vaguely remember reading that Nords favored the spear. I agree no spear makes little sens in a medieval setting. The main reason is probably because it is simpler to program and play with less choice. Mount and blade has proven that realistic polearms and lances can be made enjoyable gameplay wise.
That being said, one culd invent in game reasons as to why spears are so out of favor in Tamriel as depicted in TES4 Oblivion :. The absence of mounted combat is obviously a due to programing difficulties, but we could also back it up by ore element. Saddles are very rudimentary and there are no stirrups.
Without these elements, mounted forces are a lot weaker, typically limited to javelin thrower, as opposed to mounted archer or heavy cavalry couching their lances.
So not only Cavalry does not need lances, but infantry does not need pike to counter them. The horses seem to be decently big and breed for some times already, so it might be surprising to see the tech lacking, but maybe the geography does not favor mounted troops. Few numbers are given, but the inordinate importance given to individual heroes for their power, not just their strategical skills would tend to clue at small battles.
Sure, the power discrepancy between heroes and commoners is just as inordinate, but when said heroes can cast area magic, fielding large armies of conscripts is just a dumb idea.
Even without mounted units, spears are overpowered melee weapons, but require at least a proficient wielder or battle in formation, preferably both.
